The Grand Rapids Tumbleweed [Video]

Yesterday as I left the building, I came across something pretty disgusting.  I still don't know 100% what this thing was, but it looked like someone lost a chunk of their blonde toupee and then an albino dragonfly decided to live on the side of it.  What was that thing?  What was that bug?  Why did the toupee tumbleweed and albino dragonfly fall in love?  These are the questions that need answering!  Post your guesses as to what these things are in the comments!  I need to figure this out!
