POLL: Baby Girls At The Pool. Is A Top Required?

The weather is right for swimming for people of all ages. Recently, we found a dad that was pretty angry about his baby girl almost being kicked out of a pool because he allowed her to go sans bikini top. What do you think?

So, the family is actually from the state of New York. According to the dad he looked up the laws and topless swimming is actually legal for women in that particular state.

However, this is really more of a question of morality or opinion. Do you think little baby girls should be required to wear a top. On one hand they are by no means developed. However, does mean that they shouldn't cover themselves just like all other females would?
